Bart Allen picked his own codename out of an insult. Wally West kept calling him impulsive, so he took it and ran, and years later in Impulse #50 Batman had to sit him down and explain that he never meant Impulse to be a name at all. It was meant as a warning. Barry's grandson, shipped back from the 30th century after being raised at speed inside a virtual reality, then let loose on the present day with no brakes fitted. McFarlane's Gold Label release puts him back in the classic white and red.
