"Body armour was considered and rejected."
The 1983 Gung Ho came bare-chested with a Marine Corps tattoo, a leather waistcoat and no explanation whatsoever, and Hasbro never felt the need to offer one. His file card says he goes in first and lets somebody else handle the paperwork. Wave 2 keeps the moustache and the attitude and finally hands him gear worth having, a bullpup submachine gun, an assault rifle, a grenade launcher pistol and a backpack. Still nothing you could reasonably call a shirt.
