"Same character. Completely different face."
Filmation's animators worked from Mattel's early concept art rather than the finished toy, which is how Mer-Man ended up blue with yellow armour on screen and green with orange armour on the shelf. Same villain, two faces, forty years of collectors arguing over which one counts. The Cartoon Collection settles it by putting the television version on the retro Origins O-ring body, bug-eyed and gormless exactly as drawn.
