Biff's grandson, only worse.
Here's a fun bit of casting: Thomas F. Wilson plays every Tannen in the trilogy, Biff, old Biff, and this one, Griff. Griff is Biff's cybernetically enhanced grandson, terrorising the Hill Valley of 2015 with his gang. NECA's Ultimate figure gives him his telescoping bat, a hoverboard with flight stand and a swappable head, so you can stage that Courthouse Square chase. The family resemblance is doing a lot of heavy lifting here.
