"Return to New York, and no more hiding."
In the Mirage comics all four Turtles wore red bandanas. The colour coding arrived later with the toys and the cartoon, so telling them apart in 1984 meant reading the weapons. This is Leonardo in Return to New York, the arc where the brothers go back to Manhattan to finish Shredder for good. NECA gives him twin katanas, a bow and arrow, throwing stars, spare hands, an extra mask tie and an Utrom head, which tells you how strange that storyline gets.
