Wes Craven picked that red and green jumper on purpose. He had read that the two colours are the hardest pairing for the human eye to process together, which is part of why Freddy looks wrong before he even moves. Don Post put the burned face on shop shelves the same year the film landed in 1984, and this is a reissue pulled from that original master, cast in latex with a sharpened paint job. Old-school Freddy, no reinterpretation.
